Fukushima operators to build undersea tunnel to dump contaminated water

Japanese government claims water from nuclear plant released through 1km tunnel will be safe as all radioactive elements will have been removed

Operators of Japan’s stricken Fukushima nuclear plant have unveiled plans to construct an undersea tunnel to release more than a million tonnes of treated water from the site into the ocean.

Plans for the 1km tunnel were announced on Wednesday after the Japanese government decided in April to release the accumulated water in two years’ time.

Biden to declare major disaster for Texas amid crippling freeze

President Joe Biden told reporters Friday that he will travel to Texas as the state remains locked in the throes of a dayslong freeze that’s brought power and water systems to their knees and endangered millions.

“I plan on going,” the president said Friday after delivering a virtual address to the Munich Security Conference. Biden added that he plans to visit Texas next week in order to minimize the logistical burden that accompanies any presidential visit on already strained resources in the state.

“I don’t want to be a burden,” Biden said. “When the president lands in a city in America, it has a long tail.”

The president also said he would sign a major disaster declaration for Texas as early as Friday afternoon and that he spoke to Gov. Greg Abbott Thursday night about the situation in the state. Abbott had previously said he requested the declaration during his conversation with the president.

Biden signed a separate emergency declaration earlier this week as the crisis was unfolding, though that one had a monetary cap on the amount of assistance the federal government can provide. Declaring a major disaster frees up the government to provide additional aid.

Much of Texas has been gripped by rolling blackouts and water outages as the state’s utilities were unable to accommodate the surge in demand that resulted from a devastating winter storm that brought snow and sub-freezing temperatures to a state unaccustomed to such weather.

A number of people have died due to hypothermia, carbon monoxide poisoning and other causes related to the extreme weather.

Sen. Ted Cruz (R-Texas) has faced a firestorm of criticism for jetting off to Mexico with his family this week while millions of Texas are in crisis, a decision which he apologized for upon cutting short his trip once it publicly surfaced.

Texas water crisis: 13 million lack drinking water

The lights for many Texans are back on, but more than 13 million remain without access to drinkable water, The New York Times reports.

Why it matters: “In many homes, taps were dry. Finding bottled water was nearly impossible. Some people resorted to boiling snow,” CBS News writes.

• Dozens of communities are under boil-water orders throughout the state to ensure the destruction of harmful bacteria and other microbes.
• People are waiting in long lines in the below-freezing weather to buy bottled water, but grocery stores are quickly running out, The Wall Street Journal notes.
• Several hospitals have also been affected by the shortage. Workers at the Houston Methodist West and Houston Methodist Baytown hospitals have been collecting rainwater to flush toilets, per CNN.
• In Austin, the state capital, water leaks and broken water mains have left the city’s reservoirs nearly empty.

What’s happening: Electricity was restored to all but about 347,000 households as of Thursday night, but more than 800 public water systems serving 162 of the state’s 254 counties had been disrupted, per The Times.

• The extremely low temperatures “left pipes cracked and knocked water-treatment plants offline,” The Washington Post notes.
• The Federal Emergency Management Agency (FEMA) provided 60 generators to support hospitals, nursing homes and water treatment facilities, 729,000 liters of water, more than 10,000 wool blankets, 50,000 cotton blankets and 225,000 meals.

What’s next: Abbott has not given an exact timeline as to when Texans can expect the water to be restored, but local officials in Austin said that there was still “a lot of hard work” to do to get systems running again, according to The Times.

• “If we simply try to turn the system back on everywhere and don’t check for leaks and do this in a methodical way, we’ll simply repeat what happened the other night where all the water drains out of our system,” Austin’s water director, Greg Meszaros, told The Times.
• In Houston, Mayor Sylvester Turner (D) said he expects that residents will have drinkable tap water again next week, and recommended people boil tap water before drinking.
