Congress puts pressure on Biden to defend Taiwan

China’s military provocations toward Taiwan and President Joe Biden’s mixed messages are igniting a debate on Capitol Hill over whether to adopt a more aggressive official posture — including the possibility of preemptively authorizing Biden to use military force if Beijing invades the island nation.

The conversations, coupled with the White House’s efforts to walk back some of Biden’s apparent slips of the tongue, are fueling bipartisan efforts to ditch “strategic ambiguity,” the policy that has governed the U.S. posture toward the conflict for more than four decades. The strategic ambiguity doctrine, enshrined in the 1979 Taiwan Relations Act, stipulates that the U.S. remains purposely noncommittal about whether it would defend Taiwan from an attack or invasion by China.

But a push to proactively send Biden a war authorization could subvert ongoing efforts by Congress and the Biden administration to restrict presidential war powers. And undermining the status quo on Taiwan, both parties worry, could be seen by Beijing as a provocation, rather than a deterrent.

“This needs a very directed response from all of us that is properly worded,” said Sen. Jim Risch of Idaho, the top Republican on the Senate Foreign Relations Committee. “Because there’s a very delicate balance here, and we have maintained that delicate balance for many, many years. And it would be troublesome if we upset that.”

“I’m not interested in a cold war or a hot war,” said Rep. Jim McGovern (D-Mass.), a longtime proponent of reining in presidential war powers. “And I think that we ought to be focused on finding ways to prevent any kind of confrontation.”

Biden himself has been the source of some uncertainty about the U.S. position. In a recent CNN town hall, the president said “we have a commitment to” come to Taiwan’s defense if China attacks or invades the island nation — seemingly contradicting the strategic ambiguity policy.

White House officials quickly clarified that Biden was not announcing a policy change and that he was reiterating the U.S. commitment to Taiwan’s defense. But many Republicans — and, indeed, some Democrats — had hoped that he was, in fact, telegraphing a shift.

Rep. Elaine Luria (D-Va.), a retired Navy officer and the vice chair of the House Armed Services Committee, said in an interview that Congress should consider sending Biden a “very narrow and specific contingent authorization for the use of military force” to defend Taiwan. That action would effectively gut “strategic ambiguity” and allow the president to respond immediately to a Chinese attack or invasion without waiting for Congress to send him an authorization.

Luria added it could take weeks or months for Congress to consider and debate a war authorization if China were to attack. The U.S. would need to be ready to respond at a moment’s notice, she said, and that means being “less ambiguous” about “what our intentions are.”

“If we are going to intervene in a way that would limit the scope of conflict, prevent China from invading Taiwan, or deter them, then we could avoid a full-scale war,” she said.

Most members of Congress, Democrats and Republicans alike, are reluctant to give the president front-end authority to intervene militarily in the event of a Chinese invasion of Taiwan. Such an effort would also come at a time when bipartisan majorities in both chambers are moving to rein in, rather than ramp up, presidential war powers by taking outdated authorizations off the books.

“I am not a fan or advocate of giving war powers proactively to a president,” Senate Foreign Relations Chair Bob Menendez (D-N.J.) said in a brief interview. “If the president feels that that’s necessary, then he needs to come to Congress and then he can get an authorization for the use of military force.”

A senior administration official told POLITICO that the White House will “continue to engage with Congress on these important matters,” and that the Biden administration remains committed to the existing U.S. policy toward Taiwan.

At the same time, though, some lawmakers are expressing an openness to further bolstering Taiwan’s defensive capabilities — in ways that could muddle the strategic ambiguity policy.

“I do think that there are ways that we can enable Taiwan, whether that’s through foreign military sales, whether it is leverage with China, whatever we can find,” said Sen. Joni Ernst (R-Iowa), a combat veteran and a member of the Senate Armed Services Committee.

Earlier this week, Sen. Josh Hawley (R-Mo.), an Armed Services Committee member, introduced legislation that would send $3 billion each year to Taiwan for the purpose of boosting its military capabilities as a deterrent against Chinese aggression. He warned, however, that the U.S. should not suggest to Taipei that Washington would be standing by to head off an attack.

“It’s really important that we arm Taiwan and help them to defend themselves. China wants to gobble them up,” Hawley said in a brief interview. “But I think it’s also a mistake for [Taiwan] to say, ‘well, if something happens, the United States will just bail us out.’ They’re a long way away.”

Biden, a former senator and chair of the Foreign Relations Committee, has long been wary of drawing the U.S. into a war with China over Taiwan. In a May 2001 Washington Post op-ed, Biden criticized then-President George W. Bush for declaring that the U.S. has an obligation to defend Taiwan, similar to what the now-president said in the CNN town hall.

“No one expects world leaders to always stick the landing on their rhetoric,” said Sen. Todd Young (R-Ind.), a Foreign Relations Committee member. “And the strategic ambiguity is maintained when, after a media event, one clarifies one’s comments.”

At a news conference in Glasgow earlier this week, Biden said he was not worried about an armed conflict with China or even “something happening accidentally.”

“This is competition. It does not have to be conflict,” Biden said.

Indeed, the Biden administration has shown little interest in stepping back from strategic ambiguity, even as the president himself has hinted at a policy change in his off-the-cuff remarks. And some lawmakers are cautioning against statements and other actions that could upend the long-standing U.S. policy toward Taiwan, noting that the situation remains extraordinarily fragile.

“I think we have had a reasonably solid policy around Taiwan for going on 40 years now, and I don’t see a need to make that sort of an abrupt change to it,” said Rep. Adam Smith (D-Wash.), who chairs the House Armed Services Committee.

Gen. Mark Milley, the chair of the Joint Chiefs of Staff, said in an interview this week that the U.S. “absolutely” has the capability to defend Taiwan. While he doesn’t believe an invasion is likely in the near-term, “the Chinese are clearly and unambiguously building the capability to provide those options to the national leadership if they so choose at some point in the future,” he added.

That includes China’s recent test of a hypersonic missile, which some analysts have referred to as Beijing’s “Sputnik moment,” as well as its recent strike-group flyover which triggered Taiwan’s missile defense systems.

Others, like Adm. John Aquilino, head of U.S. Indo-Pacific Command, say that the possibility of a Chinese invasion is “much closer to us than most think,” adding that Beijing views a Taiwan takeover as its number-one priority.

Sen. Dan Sullivan (R-Alaska), an Armed Services Committee member and a colonel in the Marine Corps Reserves, noted that the U.S. has always reacted forcefully to actions by the Chinese that might portend a military conflict.

But, he said, “I think we need to think really hard about whether and to what degree we change the current posture.”

Taiwan’s president vows to bolster defenses and never “bow to pressure” from China’s government

President Tsai Ing-wen said Sunday that Taiwan would never “bow to pressure” from China’s government and pledged to strengthen the self-governing island’s defenses to protect its “democratic way of life,” per the BBC.

Why it matters: Tsai’s declaration on Taiwan’s National Day came one day after China’s President Xi Jinping vowed to achieve “peaceful reunification” with Taiwan.


Driving the news: Xi said Saturday that the biggest barrier to potential reunification with China was the “Taiwan independence” force, adding “those who forget their heritage, betray their motherland and seek to split the country will come to no good,” CNN notes.

  • Xi said he sought peaceful reunification under a “one country, two systems” policy, an offer that Taiwan’s presidential office staunchly opposes, Reuters reports.

What they’re saying: Tsai noted in her speech the record 145 fighter Chinese military planes that entered Taiwan’s air defense identification zone last week, according to the BBC.

  • She said her government would “continue to bolster our national defense and demonstrate our determination to defend ourselves in order to ensure that nobody can force Taiwan to take the path China has laid out for us,” per Al Jazeera.
  • “This is because the path that China has laid out offers neither a free and democratic way of life for Taiwan, nor sovereignty for our 23 million people,” Tsai added.

Of note: Tsai, who was reelected by a landslide last year after pledging to stand up for Taiwan’s democracy, reiterated her offer for peace talks with Chinese government leaders, which has so far been rejected.

Background: Taiwan and mainland China have been governed separately for more than seven decades.

Between the lines: The Wall Street Journal reported last week that U.S. forces have been secretly training military forces in Taiwan for more than a year amid increasing concerns over Chinese aggression.

Chinese warplanes fly toward Taiwan for 2nd straight day

TAIPEI, Taiwan — China flew more than 30 military planes toward Taiwan on Saturday, the second large display of force in as many days.

Taiwan’s Defense Ministry said 39 aircraft entered Taiwan’s air defense identification zone in two sorties, one during the day and one at night. That followed a similar pattern on Friday, when 38 planes flew into the area south of the self-governing island.

China claims Taiwan, which lies off its east coast, as its territory. The two split in 1949 during a civil war in which the Communists took control of mainland China and the rival Nationalists set up a government on Taiwan. The Communist Party marked the 72nd anniversary of its rule on Friday.

Taiwan’s premier, Su Tseng-chang, spoke out on Saturday against the first day’s flights.

“China has always conducted brutal and barbarian actions to jeopardize regional peace,” he said while attending the opening ceremony of a science park in southern Taiwan.

China has been sending military planes into the area south of Taiwan on a frequent basis for more than a year. The 38 and 39 planes on Friday and Saturday were the most in a single day since Taiwan began releasing reports on the flights, Taiwan’s Central News Agency said.

The Defense Ministry said 20 planes took part in the daytime flights on Saturday and another 19 at night. It identified most of them as J-17 and SU-30 fighter jets.

Army says warships, anti-submarine aircraft and fighter planes sent to the south-west and south-east of island

China has launched live-fire air and sea exercises near Taiwan in response to what it called “external interference and provocations by Taiwan independence forces”.

According to a statement from Col Shi Yi, the spokesperson of the People’s Liberation Army’s (PLA) Eastern Theatre Command, warships, anti-submarine aircraft and fighter planes were dispatched to the south-west and south-east of Taiwan on Tuesday.

Chip shortage continues, US asks Taiwan to prioritize automakers

The worldwide semiconductor shortage continues to affect the automotive industry. One by one, automakers have warned that the silicon chip shortage will negatively impact production output and revenues in the coming months.

Renault identified the chip shortage as a major problem when reporting its Q1 results in April. A week later, Ford said it expects to lose half of its Q2 production, up from 17 percent in Q1. And on Wednesday, Stellantis’ Chief Financial Officer Richard Palmer added to the chorus, warning that “it would be imprudent to assume that the issue is just going to go away.”

The shortage has its roots in the pandemic as car makers cancelled pending semiconductor orders in the face of heavily reduced demand for new vehicles. Since then, a drought in Taiwan and a fire at a Japanese chip maker have compounded the problem, as has strong demand for consumer electronics.

Biden’s blinking red lights: Taiwan, Ukraine and Iran

Russia is menacing Ukraine’s borders, China is sending increasingly ominous signals over Taiwan and Iran is accelerating its uranium enrichment to unprecedented levels.

The big picture: Ukraine, Taiwan and Iran’s nuclear program always loomed large on the menu of potential crises President Biden could face. But over the last several days, the lights have been blinking red on all three fronts all at once.


Driving the news: Within 24 hours beginning last Sunday, an explosion rocked Iran’s underground nuclear site at Natanz, 25 Chinese warplanes entered Taiwan’s air defense zone, and Ukraine announced that the number of Russian troops massing in Crimea and on its eastern border had risen to 80,000.

Russia has now assembled enough troops for a “limited military incursion,” CIA director Bill Burns warned Wednesday.

  • Moscow has avoided such overt intervention in Eastern Ukraine since the war there began in 2014, but could strike now in an attempt to push further into Ukrainian territory or secure a source of much-needed water for occupied Crimea.
  • After a flurry of phone calls from Washington to Kyiv to signal support for Ukraine, Biden called Vladimir Putin on Tuesday and proposed a summit to discuss Ukraine and other issues.
  • The state of play: U.S. European Command commander Gen. Tod Wolters said Thursday that there was a “low to medium” risk of a Russian invasion in the next few weeks.

The threat of a Chinese invasion of Taiwan is less urgent, but carries a far greater risk of plunging the U.S. into a direct military confrontation.

  • Beijing has repeatedly threatened to take control of the self-governing island by force. Biden, meanwhile, has continued the longstanding policy of “strategic ambiguity,” with the U.S. signaling that it’s prepared to defend Taiwan without explicitly pledging to do so.
  • After Monday’s air incursion, the largest to date, Biden dispatched three former senior U.S. officials to Taiwan, a move Beijing described as “playing with fire.” China reacts furiously to any gesture that treats Taiwan — a flourishing democracy and global tech hub — as an independent country.
  • The state of play: Admiral Philip Davidson, the commander of U.S. Indo-Pacific Command, has said there’s a real and rising risk that China will invade in the next several years, but that the more worrying short-term scenario is an “accident or a miscalculation” that leads to escalation.

After the apparent act of Israeli sabotage at Natanz, Iran announced it would begin enriching uranium to 60%, approaching the levels required for a nuclear weapon.

  • Both the attack and the Iranian response have threatened to derail the negotiations aimed at salvaging the 2015 nuclear deal.
  • The state of play: The talks resumed on Thursday in Vienna, but back in Tehran Supreme Leader Ali Khamenei implied that Iran might soon walk away from the table. If the talks falter and Iran continues to accelerate its enrichment, further flash points are likely.

What to watch: Just about all that’s missing from this cocktail of crises is another North Korean missile test.

‘Milestone’ in indigenous defense capabilities: Taiwan launches 10,000-ton amphibious transport ship

A bottle-throwing ceremony marked the launch of Taiwan’s domestically developed ‘Yushan’ vessel, the navy’s 10,000-ton-class amphibious transport ship, which will enter service in 2022.

Speaking on Tuesday, President Tsai Ing-wen hailed the “milestone” in the country’s indigenous warship building plans as the amphibious transport vessel was launched. “I believe that this ship will certainly strengthen to navy’s ability to fulfil its mission and further solidify our defenses,” she said. 

The navy claims that the ship, named after Taiwan’s tallest peak, will be tasked with amphibious operations, material transport for outlying islands, as well as domestic and international humanitarian rescue. 

Cheng Wen-lung, chairman of state-backed CSBC Corporation Taiwan, the company which built the vessel, said the ship has space for landing craft and helicopters. 

“During wartime it will have an amphibious warfare mission, bringing in reinforcements and fighting to retake offshore islands,” Cheng noted, adding that the vessel has a “stealthy exterior” and electromagnetic pulse protection.

Tsai’s government has invested heavily in the modernization of its armed forces, with the air force receiving the majority of the big-ticket purchases, including new and upgraded F-16s. Apart from domestic production, Taiwan has struck several deals to buy military hardware from the US.

The vessel’s launch comes amid increasing tensions in the South China Sea. On Monday, Taiwan accused the Chinese People’s Liberation Army (PLA) of its largest incursion of the nation’s air defense zone with jets and nuclear-capable bombers buzzing its airspace. 

Beijing’s move came as the US and Philippines militaries kicked off joint wargames, as Chinese vessels remain anchored in a reef claimed by Manilla in the South China Sea.

Washington and Beijing have increasingly accused each other of provocations in the contentious South China Sea. Beijing says the US is meddling in its internal affairs as it considers Taiwan an integral part of its territory.

Train hit vehicle at more than 120km/h, about a minute after the truck rolled onto the tracks, crash experts say

The runaway truck that caused Taiwan’s worst rail disaster in decades slid onto the train tracks just over a minute before an express train came through at more than 120km/h, investigators have said, as newly released footage revealed the drivers’ attempts to brake.

At least 50 people were killed and around 200 injured on Friday last week when the eight-car train hit a construction vehicle that had rolled down an embankment, derailing the carriages as they entered a stretch of tunnel just outside the east coast city of Hualien.

‘I couldn’t bear to look’: Taiwan train crash survivors tell of escape

Passengers crawl from carriages and walk along train roof to emerge from tunnel after deadly derailment

The woman emerged from the wreckage of Taiwan’s worst rail disaster in decades, a scarf tied around her head and blood staining her shirt. “I found myself on the ground. My head was bleeding,” she said. “Someone helped me to wrap it, we broke the window, climbed to the top of the train and got out. There was no space in the tunnel so we had to climb to the top first.”

At about 9.30am local time on Friday the 408 Taroko Express was travelling along the windy east coast line around and through the dramatic mountains and cliffs of Hualien County, reportedly carrying as many as 500 people. Crowded with travellers for the start of the four-day religious Qingming festival, it is likely people were standing in the aisles when the train derailed inside a tunnel, partially flipping and crushing against the walls.

U.S. carrier group enters South China Sea amid Taiwan tensions
