In photos: Water crisis in Texas continues

Power has returned to most of Texas after a week of statewide blackouts caused by historic winter storms, but millions still don’t have access to safe or running water.

The big picture: Weather disruptions and boil water advisories affected roughly 14.4 million Texans as of Saturday morning, per the Texas Commission on Environmental Quality. Food banks and volunteers delivered bottled water to thousands of people through the weekend.

Poll: 80 percent of Americans think the country is out of control

Eight out of 10 voters, an overwhelming majority, say things are out of control in the country, according to an NBC News/Wall Street Journal poll released Sunday.

The poll revealed a partisan divide with 92 percent of Democrats believing the country is out of control compared to 66 percent of Republicans. Only 15 percent of those surveyed between May 28 and June 2 believe things are under control.

The survey was conducted after protests began across the country in response to the killing of George Floyd while under police custody in Minneapolis — and against the backdrop of the coronavirus pandemic, which has cost more than 100,000 Americans their lives and millions their jobs.

More than half of voters, 59 percent, also say they are more concerned about police actions and the death of Floyd, as opposed to 27 percent who are more concerned about protests that have turned destructive. Respondents were split between party lines, with 81 percent of Democratic voters saying they worried more over Floyd’s death in contrast to 29 percent of Republican voters.

Demonstrations have lasted throughout the past week in both big and small cities, with thousands marching in Washington, D.C. on Saturday in the biggest turnout yet.

On coronavirus, 63 percent of voters say they are “very” or “somewhat” worried that they or someone in their immediate family will get Covid-19, a 10-point decline from April’s poll. Two-thirds of respondents also said they were still uncomfortable with flying on a plane or attending gatherings in large groups.

In addition, many Americans still remain pessimistic about the economy. Thirty-five percent of voters said it will take until next year for the economy to return to normal with businesses reopen and people back at work, a jump from 26 percent in April. Seventeen percent said they think the economy will take longer than a year to recover, up from 6 percent.

President Donald Trump’s approval rating has largely remained unchanged amid the crises at 45 percent, with 53 percent disapproving.

Democratic presidential candidate Joe Biden maintained a national lead over Trump by seven points, 49 percent versus 42 percent among those surveyed.

A majority of voters — 55 percent — also said they would prefer a candidate who brings consensus and compromise above one who proposes big and bold changes, even if it means more division in the country. In comparison, thirty-five percent said they prefer the latter.

The NBC News/WSJ poll surveyed 1,000 registered voters with a margin of error of plus or minus 3.1 percentage points.

Hurricanes, wildfires, the flu could strain COVID response

Upcoming seasonal threats coinciding with the coronavirus pandemic could further strain America’s already extended emergency management systems.

Why it matters: The coronavirus vaccine likely won’t be available until at least mid-2021. But while the pandemic drags on, hurricane season begins in June, wildfires generally spike in the summer and fall, and flu season peaks between December and February.


  • Those potential disasters could compound the demands for resources — both human and medical.

The Federal Emergency Management Agency has been integral to the coronavirus response, managing the distribution of face masks, ventilators and other equipment.

  • But the agency is also essential in responding to natural disasters. FEMA provides temporary housing and facilitates repairs in areas hit by hurricanes, wildfires or other often devastating events.
  • Axios reported earlier this month that the FEMA is drafting a document on “COVID-19 Pandemic Operational Guidance for the 2020 Hurricane Season.”
  • AccuWeather predicts 14-18 tropical storms during the 2020 season, with seven to nine developing into hurricanes.
  • And the National Interagency Fire Center is predicting above-average activity for the 2020 wildfire season following a relatively light season in 2019, per the journal Science.

Social distancing could also make preparations for these events more difficult. Prepping emergency kits for storms and hurricanes requires stocking materials, but in-person visits to stores are strenuous, and supplies, such as toilet paper or bottled water, can be hard to find.

  • Potential evacuations also could prove difficult with limited social interaction. Evacuation shelters often packing in hundreds of people.

The flu season — coupled with the coronavirus — has the potential to place a dramatic strain on health care providers and facilities. Because the flu and COVID-19 symptoms are similar, they draw from the same resources.

  • Centers for Disease Control and Prevention Director Robert Redfield has warned that the predicted second wave of COVID-19 in the fall and spring could be even more deadly because it would coincide with the start of flu season.
  • Annual flu shots will be increasingly important this year in order to minimize hospitalizations.

Why China is better prepared than other economic powers for any global crisis

While the world’s second-largest economy, China, has suffered its first contraction on record due to the Covid-19 pandemic, some experts argue the country has been preparing for a possible crisis for a long time.

RT talked to economists to find out if Beijing may have foreseen the economic crash and about the Chinese government’s response to it.

“Nobody, including Beijing, could have foreseen the depth and gravity of this pandemic, specifically the cryptic transmission parameters by which the Covid-19 virus spreads. It is truly a once-in-100-year pandemic event,” said Sourabh Gupta, senior fellow at the Institute for China-America Studies.

According to him, China was better prepared because “it is in a much healthier fiscal position compared to most advanced economies and many emerging economies too.”

Gupta explained that the central government’s debt level as a percentage of GDP is fairly modest, which means there is ample space on the government’s balance sheet to ramp up policy support. Also, consumers’ debt levels relative to income is modest, so they are not overleveraged either and can open up their wallets.

He was echoed by Andrew Leung, international and independent China strategist, who said “China is always very long-term strategy-minded” and is better prepared for any crisis thanks to its state capitalism.

“The state can direct massive funds and mobilize businesses and people more effectively than the West. The same capability was demonstrated during the Asian financial crisis of 1997-98 and the world financial crisis of 2008-09,” said Leung.

According to Temur Umarov, an expert on China and Central Asia at Carnegie Moscow Center, every country is in a different economic situation, so their response to the coronavirus pandemic also differs. While numerous economic stimulus packages were announced by some countries, China has focused on recovery of domestic consumption, as well as on help for small- and medium-sized businesses, he said.

All the analysts agreed that neither China nor other countries could have foreseen the magnitude of the current crisis.

“There is a tsunami of negative views about China as a result of the spreading coronavirus crisis. America’s bad-mouthing has also helped. But China remains by far the second-largest economy, bigger than the rest of the BRIC countries combined,” said Leung.

He noted that many more countries have China as their largest trading partner than the United States.

“Despite US decoupling, the complexity of modern production processes makes it virtually impossible to delink everything from China, ranging from materials like rare earths to components and parts, even logistics as most of the world’s largest container ports are in China.” The country is also rapidly upgrading its cutting-edge technologies including 5G and AI, the strategist said.

There is no need to look for some targeted actions by the Chinese government to prepare the country’s economy for the next crisis, said Sergey Lukonin from the Institute of World Economy and International Relations. The economist, who specializes in Chinese studies, pointed to the fact that China’s economy has become more stable over the past decade. “They now understand where to move further,” particularly during this crisis when everything is linked with the internet and digital services.

According to Gupta, the Chinese economy will be in the growth column later this year and will even end the year, overall, with positive growth. “There will be no V-shaped recovery and certainly growth will be nowhere near the pre-Covid-19 six-percent target. It will be more like the one to two percent range,” he said, adding: “But even by this low standard, China will be the fastest growing economy among the major economies this year, and East Asia/Asia-Pacific, the fastest growing economic region of the world.”
