Trump asks South Korean president to deliver ‘friendly’ message to Kim Jong Un

Though diplomatic talks between the U.S. and North Korea have stalled in recent months, President Donald Trump this weekend gave South Korean President Moon Jae-in a hopeful message to pass along to his northern counterpart, Kim Jong Un.

“The message was that President Trump has a very friendly view of Chairman Kim and that he likes him, and so he wishes Chairman Kim would implement the rest of their agreement and that he would make what Chairman Kim wants come true,” Moon told reporters at the G-20 summit this weekend, according to USA Today.

Trump’s message to Pyongyang came as he told reporters over the weekend that he hopes to hold a second summit with the North Korean leader early next year following the pair’s earlier meeting over the summer in which the leaders agreed to work toward denuclearization of the Korean peninsula. Trump also told reporters that he expects Kim to travel to the U.S. “at some point.”

But negotiations have come to a head and recent high-level talks between the two nations have been scrapped over whether the U.S. will give North Korea sanctions relief before it has provided an accounting of its nuclear capabilities or demonstrated that it has decreased its nuclear stockpile.

Vice President Mike Pence said last month that a second summit between Trump and Kim would require coming up with a concrete plan for North Korean denuclearization but said a list of existing nuclear sites would not be a precondition for the meeting.

Though North Korea has since announced that it had tested a new “ultramodern tactical weapon,” the Pentagon said it would scale down joint military exercises with South Korea planned for this spring, a demand of Kim’s, and one example of what Moon referred to as a “corresponding measure” of relief for incremental steps toward denuclearization instead of easing up on sanctions.

“For example, postponing or reducing U.S. military exercises may be a sort of corresponding measure, or humanitarian assistance, or some kind of non-political exchange, whether it is a sports exchange or an art troupe,” Moon said.

At the G-20 summit in Argentina over the weekend, Trump discussed the issue of North Korea with Moon as well as with Japanese Prime Minister Shinzo Abe and Chinese President Xi Jinping, the latter of whom agreed with Trump that “great progress has been made with respect to North Korea,” the White House said.

‘Incredible deal’ or face-saving punt? How the next 90 days must save the U.S.-China agreement

BUENOS AIRES, Argentina — They ate. They talked. They struck a temporary cease-fire to a trade war that has roiled relations for the past year.

Most of all, President Donald Trump and President Xi Jinping postponed the day of reckoning in U.S.-China trade relations for another three months.

That outcome from a much-anticipated dinner meeting between Trump and Xi in Buenos Aires on Saturday sets up an extremely challenging time frame for China to make the extensive structural changes that the U.S. has been demanding all year and that hard-liners in the Trump administration will undoubtedly seek during the coming talks.

“If Xi’s history is any judge, we will just see more of the same and no substantial changes,” said Scott Kennedy, a China expert at the Center for Strategic and International Studies.

The Chinese president has the authority to “drive a new wave of liberalization,” but may avoid taking steps that could risk threatening China’s economic order, Kennedy added.

Trump has imposed tariffs on $250 billion worth of Chinese goods since July after accusing Beijing of effectively subsidizing state-owned firms, forcing U.S. firms to hand over technology in order to do business there and tolerating outright intellectual property theft.

The cease-fire arrangement came with no public guarantee from China that it would address those issues.

At least one win for Trump would be if China carries through on its promise to resume buying soybeans and other farm products right away. The $110 billion in retaliatory tariffs imposed by China have hurt U.S. farmers particularly hard.

As part of the deal reached Saturday night, China agreed to buy “a very substantial amount of agricultural, energy, industrial, and other product from the United States to reduce the trade imbalance between our two countries,” White House spokeswoman Sarah Huckabee Sanders said in a statement. “China has agreed to start purchasing agricultural product from our farmers immediately.”

Other China watchers, however, said the news from the dinner amounted to the two countries kicking the can down the road. The official Chinese statement made no mention of specific products or dollar amounts it would buy.

“The obvious takeaway is we’ve gotten nowhere on conventional trade talks,” said Derek Scissors, a resident scholar at the American Enterprise Institute who has provided advice to the administration on China policy.

For his part, Trump called the outcome of the meeting an “incredible deal.”

“China will be opening up. China will be getting rid of tariffs,” he told reporters aboard Air Force One after the meeting. “You know, China right now has major trade barriers — they’re major tariffs — and also major non-tariff barriers, which are brutal.”

The most immediate outcome from the agreement was a U.S. decision to delay tariff increases on $200 billion worth of Chinese goods that were scheduled to go into force on Jan. 1.

But to avoid those duties rising to 25 percent, from 10 percent currently, the two sides have reached agreement on an array of tough issues that have stymied them so far.

Trump has already set another 25 percent on another $50 billion of Chinese goods and threatened eventually to slap tariffs on all of China’s exports to the United States. Those totaled about $505 billion in 2017.

U.S. Trade Representative Robert Lighthizer and other hard-liners in the administration believe China’s actions pose both an existential threat and an intentional grab at U.S. innovation in order for Beijing to dominate next-generation, high-tech sectors.

The main question many were asking was whether China would be able to commit to making any substantive changes to the U.S. complaints that justified the tariffs.

“We’re now eight months into this conflict. So why will the Chinese government move in 90 days when they didn’t [on Saturday]? What changes between now and then?” said Scott Lincicome, a trade attorney and adjunct scholar at the Cato Institute.

However, the Trump administration has shown an aversion to lengthy negotiations and has voiced particular concern about getting drawn into long, drawn-out talks with China that prove unsuccessful.

Dan DiMicco, a former trade adviser to the Trump campaign and transition official, said he doesn’t trust China to make “fundamental changes” without a stronger response from the U.S.

“They should have put the 25% tariffs in place and then negotiated….and that may still happen in 90 days. If [China does] as I believe and just stall, then we will see the final $270 billion get tariffs as well!” DiMicco, a former CEO of Nucor, one of the largest U.S. steel producers, said in an email.

One source speculated “the three Ms — Mueller, midterms and markets” may have prompted Trump to strike a deal that would restart agricultural and energy exports to China — referring to special counsel Robert Mueller’s Russia investigation, the Republican loss of the House in last month’s elections and stock market losses over the past several months because of concerns stemming from the trade war.

Meanwhile, major U.S. business groups like the U.S.-China Business Council struck a hopeful tone that the 90-day cease-fire could result in a positive outcome on U.S. demands.

The group’s president, Craig Allen, applauded the decision to freeze the tariff increase but also called for a plan that would remove all the tariffs that countries have imposed on one another and make meaningful progress on the range of concerns the U.S. has raised.

Retailers were happy that Trump is not going forward with an action that would raise duties on everyday consumer items like mattresses, apparel items, paper goods and furniture. In addition, Trump’s threat to impose duties on all Chinese imports is on hold for at least another three months.

“Negotiators on both sides now have a reasonable 90-day window to achieve meaningful outcomes in key areas of concern affecting U.S. businesses, such as IP theft, forced technology transfer, and market access,” Myron Brilliant, the U.S. Chamber of Commerce’s head of international affairs, said in a statement.

“The hard work begins now,” he added.

Trump cancels G-20 press conference

BUENOS AIRES — President Donald Trump canceled a scheduled Saturday afternoon press conference on the sidelines of the G-20 summit here, asserting that such an event would be disrespectful after George H.W. Bush’s death.

“I was very much looking forward to having a press conference just prior to leaving Argentina because we have had such great success in our dealing with various countries and their leaders at the G20….,” Trump wrote on Twitter, adding in a second tweet, “….However, out of respect for the Bush Family and former President George H.W. Bush we will wait until after the funeral to have a press conference.”

Bush’s death, which was announced by his office on Friday night, is certain to reverberate throughout the G-20 conference of world leaders. Trump usually delights in holding court with the press, and aides said he was eager to tout his performance during the summit.

Trump publicly mourned Bush’s death, releasing a statement in which he praised the former president‘s “sound judgement, common sense, and unflappable leadership.”

The president has a strained relationship with the Bush family. He did not attend former First Lady Barbara Bush’s April funeral, and he lambasted Jeb Bush during the presidential campaign.

But the White House announced on Saturday that Trump and First Lady Melania Trump will attend Bush’s Washington, D.C. funeral, adding that he was scheduled to speak with former President George W. Bush on Saturday morning.

BUENOS AIRES — President Donald Trump spoke with Russian President Vladimir Putin on Friday night during a dinner with world leaders at the G-20 here.

“As is typical at multilateral events, President Trump and the First Lady had a number of informal conversations with world leaders at the dinner last night, including President Putin,” White House press secretary Sarah Huckabee Sanders said in a statement.

The discussion comes after the Kremlin and the White House publicly sparred over whether the two leaders would meet, with Moscow insisting they would have an “impromptu” conversation and Washington countering that nothing was scheduled.

Trump scrubbed a previously scheduled meeting, citing Russia’s confrontation with Ukrainian ships.

Trump briefly speaks with Saudi crown prince at G-20 summit

BUENOS AIRES, Argentina — President Donald Trump spoke briefly with Saudi Crown Prince Mohammed bin Salman on Friday on the sidelines of the G-20 summit, a move that could further inflame tensions both in the United States and abroad.

The exchange between the two leaders was not scheduled, and comes after U.S. and Turkish intelligence have both reportedly concluded that the crown prince ordered the killing of journalist Jamal Khashoggi.

A White House official downplayed the interaction, saying, “They exchanged pleasantries at the leaders session as he did with nearly every leader in attendance.”

And Trump insisted there was no substantive meeting, telling reporters, “We had no discussion. We had no discussion. We might. But we had none.”

Trump has said that he is unsure whether the crown prince was involved in ordering Khashoggi’s murder, and that he stands by the United States’ partnership with the Saudis. Lawmakers on both sides of the aisle, however, have called on the president to heavily sanction Saudi Arabia.

Khashoggi, who was living in exile in the United States, was last seen entering the Saudi consulate in Istanbul in October. Saudi officials have shifted their story multiple times about Khashoggi’s murder, eventually arresting 18 people and acknowledging that he was killed was visiting the consulate.

Earlier in the week, press secretary Sarah Huckabee Sanders said at a press briefing that a formal meeting was not planned due to the president’s tight schedule, but she would not rule out that the two could interact.

There’s also been heightened anticipation about whether Trump will interact with Russian President Vladimir Putin, especially after the White House yanked a formal meeting with him, citing Russia’s capture of several Ukrainian ships earlier this week.

Asked by a reporter on Friday whether he’s going to be exchanging pleasantries with Putin during the summit, Trump said, “I don’t know. Not particularly. I don’t know.”
