President Donald Trump on Friday claimed there is an “invasion” and “humanitarian crisis” along the southern border, as the government shutdown has stretched into its 21st day and as Trump weighs declaring a national emergency to secure funds for his border wall.
“Humanitarian Crisis at our Southern Border. I just got back and it is a far worse situation than almost anyone would understand, an invasion! I have been there numerous times – The Democrats, Cryin’ Chuck and Nancy don’t know how bad and dangerous it is for our ENTIRE COUNTRY….” he wrote in a tweet.
Trump visited McAllen, Texas, on Thursday, where he held a roundtable to discuss the border wall and toured an area near the Rio Grande River on the U.S.-Mexico border.
Congress is currently at a standstill as Trump refuses to back off his demand for $5.7 billion to fund his wall, which Democrats have refused to do. Trump has said he will declare a national emergency to secure the funds if Congress cannot find a compromise that would both finance the wall and reopen the government.
In a second tweet, the president said that a “Steel Barrier, or Wall, should have been built by previous administrations long ago.”
“They never got it done – I will. Without it, our Country cannot be safe,” the president tweeted. “Criminals, Gangs, Human Traffickers, Drugs & so much other big trouble can easily pour in. It can be stopped cold!”
Trump has consistently made exaggerated or false claims about illegal immigration and border security throughout his plea for a border wall.

President Donald Trump on Thursday disputed Senate Minority Leader Chuck Schumer’s account of their contentious meeting a day earlier, insisting that he had not slammed his fists on the table after hearing Democrats would not support funding for a wall along the U.S.-Mexico border.
Referring to Schumer (D-N.Y.) in a tweet as “Cryin Chuck,” Trump hit back at Schumer’s claim Wednesday that Trump threw a “temper tantrum” in the meeting with Vice President Mike Pence and congressional leaders, eventually slamming his hands on the table and walking out of the room.
“Cryin Chuck told his favorite lie when he used his standard sound bite that I ‘slammed the table & walked out of the room. He had a temper tantrum,'” Trump tweeted. “Because I knew he would say that, and after Nancy said no to proper Border Security, I politely said bye-bye and left, no slamming!”
He elaborated on his version of events later Thursday, telling reporters as he left for Texas to travel to the U.S.-Mexico border that “I don’t have temper tantrums.”
“If you ask Mike Pence — let me just tell you something, I very calmly said, ‘If you are not going to give us strong borders, bye-bye,’ and I left. I didn’t rant. I didn’t rave like you reported,” Trump said, accusing Schumer and Pelosi of attempting to create a false narrative.
He added: “I very calmly walked out of the room. I didn’t smash the table — I should have, but I didn’t smash the table.”
The negotiations, which both sides agreed on Wednesday had gone nowhere, came two days before 800,000 federal workers are expected to miss paychecks due to a partial government shutdown now in its 20th day.
Wednesday’s negotiations at the White House began with Trump reportedly handing out candy to lawmakers, but went downhill not long after. Trump tweeted following the meeting that it had been a “waste of time,” and that he left after asking Pelosi whether she would be open to providing funding for a border wall if he agreed to reopen the government.
On Thursday, the president claimed that negotiations with Pelosi and Schumer were going so poorly that he thought China “is much easier to deal with.”
The Trump administration has waged a trade war with China over its shady business practices, accused the country of cyber warfare and weighed sanctions over human rights abuses there. But Trump on Thursday said he finds negotiating with China “in many ways to be far more honorable than crying Chuck and Nancy.”
Trump on Thursday repeated his insistence that Republicans were unified in their support for the border wall, a claim countered by the votes of eight House Republicans who joined Democrats on Wednesday in voting for legislation to reopen portions of the government. On the other side of Capitol Hill, several Senate Republicans in recent days have begun to voice reluctance about Senate Majority Leader Mitch McConnell’s decision to stay out of shutdown negotiations and not take up the individual spending bills being passed by the House.
“There is GREAT unity with the Republicans in the House and Senate,” Trump claimed Thursday. He accused the media of “working in overdrive to make the story look otherwise,” though the White House launched a last minute blitz aimed at mitigating GOP defections, a strategy which seems to have, for the most part, been successful.
He continued to push that line, telling reporters that “I don’t think I have ever seen unity like this in the Republican Party,” and predicting that “I don’t think there will be any breakaway because they know we need border security.”

President Donald Trump on Thursday denied any knowledge of his former campaign chairman’s sharing of polling data with a Moscow-linked associate, distancing himself from a possible tie to the Russian government during the 2016 presidential election.
Attorneys for former Trump campaign chairman Paul Manafort accidentally revealed in a court filing unsealed Tuesday that their client shared 2016 polling data and discussed a peace plan for Ukraine with Konstantin V. Kilimnik, a business associate of Manafort’s with ties to the Russian government. The filing was in response to a charge by special counsel Robert Mueller’s team that Manafort lied during Mueller’s investigation into the 2016 election.
The correspondence with Kilimnik, which was unknown before the court filing was revealed Tuesday, could offer a path for Mueller to establish coordination between Russia and the Trump campaign to swing the election in the president’s favor. Trump has denied there was collusion between his campaign and the Kremlin.
Several operatives with Russian ties have already been reported to have penetrated Trump’s 2016 circle, including a meeting between members of Trump’s team and a Russian lawyer promising Kremlin-sourced damaging information on Hillary Clinton. But the correspondence between Manafort and Kilimnik is seen by many as perhaps the closest suggestion to date of active coordination with Russia. Still, Mueller has yet to publicly establish that Trump himself had any knowledge of the correspondence or that he coordinated with Russian operatives.
In an exchange with reporters on the White House’s South Lawn on Thursday, Trump denied knowing about the exchanges between Manafort and Kilimnik.
“No, I didn’t know anything about it. Nothing about it.” Trump said in response to a reporter’s question concerning Manafort’s contact with Kilimnik.
Manafort was convicted in August of several counts of tax and bank fraud and pleaded guilty to a set of other charges in an agreement with Mueller’s team. As part of his plea agreement, Manafort agreed to help Mueller’s investigation, a deal Mueller has accused Manafort of breaking by repeatedly lying to the special counsel’s team.
Manafort has been transferred to jail without bail, where his health has deteriorated, his lawyers wrote in a filing. Manafort’s lawyers have denied that their client knowingly lied, adding that his deteriorating mental and emotional health led him to make honest mistakes when working with Mueller.

President Donald Trump made several false or misleading statements about illegal immigration and border security in a nationally televised speech Tuesday evening.
The speech, intended to win political support for Trump’s proposed $5.7 billion wall along the southern border, came as a partial shutdown of the federal government over the matter stretched into its third week, with affected government employees expected to miss their first payday on Friday.
Here are some of the untruths and distortions in Trump’s speech, most of which he’s uttered before.
“I am speaking to you because there is a growing and humanitarian and security crisis at our southern border. Every day Customs and Border Patrol agents encounter thousand of illegal immigrants trying to enter our country. We are out of space to hold them and we have no way to promptly return them back home to their country.”
The notion that the number of border crossings represent a “crisis” is not true. The number of people caught crossing at the border (the standard metric for determining the volume of illegal crossings generally) remains below annual levels under President Barack Obama and far below the high levels of the 1990s and early 2000s. Border Patrol arrested 396,579 people at the U.S. Mexico border in fiscal year 2018. The agency arrested an average of 400,751 people per year over the previous decade.
“Over the years, thousands of Americans have been brutally killed by those who illegally entered our country.”
That distorts the truth. Several studies show that immigrants are less likely to commit crimes than native-born Americans. A June 2018 report by the libertarian Cato Institute found that legal immigrants were roughly one-fifth as likely to be incarcerated as native-born Americans. Undocumented immigrants were half as likely to be incarcerated, according to the report, which drew on 2016 data from the American Community Survey. Do undocumented immigrants commit crimes? Of course — but at lower rates than their native-border counterparts.
“The wall would also be paid for indirectly by the great new trade deal we made with Mexico.”
That’s not true. Trump vowed during his presidential campaign that Mexico would pay for the construction of a wall on the U.S.-Mexico border, but Mexico has refused to pay. The president now insists that Mexico will pay for the project through a renegotiated NAFTA agreement known as the USMCA. The deal still needs congressional approval and isn’t yet in effect, but even if it were in effect, any economic gains from the deal would go to private individuals and companies, not the U.S. Treasury.

Republican support for an emergency declaration to build President Donald Trump’s border wall is growing in Congress, as GOP leaders and White House officials view it as a way out of a shutdown fight they’re losing.
With a partial government shutdown now in its 18th day, and Trump weighing the extraordinary move ahead of an Oval Office address Tuesday night, some of the president’s advisers argue an emergency declaration of a border crisis — to free up billions of dollars for Trump’s border wall — would allow Republicans to reopen the federal government without looking like they’ve caved to Democrats.
Trump allies believe it would send an unmistakable message to the president’s base that he’s dead serious about border security. But it would also allow Trump and Republicans to save face, they note privately. GOP leaders on Capitol Hill know support for the shutdown is slowly eroding inside the party, as more moderate Republicans call for an end to the crisis. And so they’re advising Trump to make the case for executive action over the next few days should he decide to deploy it.
“I’m sure he’d rather do it through a meeting, a productive one, between him and [Senate Majority Leader Chuck] Schumer and [Speaker Nancy] Pelosi. I think they both feel that’s maybe not materializing soon,” said Sen. Mike Braun (R-Ind.) in an interview. “If he sees no agreement coming, I think he’ll push the envelope.”
Sources inside the West Wing cautioned, however, that a final decision has yet to be made. Indeed, there is internal disagreement about whether declaring a national emergency is even a good idea — and, if Trump chooses to do so, about the appropriate timing and venue for such a declaration.
Several of the president’s outside advisers, including his former campaign chairman Stephen Bannon and former deputy campaign manager David Bossie, are urging him to take the more extreme course.
Others, however, are urging caution, telling the president that a legal challenge to his actions would be almost assured, putting Trump on course for a bare-knuckled fight with House Democrats and a grueling series of court challenges.
The president and his aides are debating whether it is worth it, given the wall’s symbolic meaning to Trump voters who repeatedly invoked it in campaign chants in 2016. And since they’re still debating the issue, the president is unlikely to declare a national emergency in his Oval Office address Tuesday evening, according to two sources with direct knowledge of the discussion.
Stephen Miller, the outspoken immigration hawk and senior Trump adviser, is taking a leading role writing Trump’s remarks.
Democrats have already suggested declaring a national emergency to build the wall would be unconstitutional, arguing that Trump has no proof that an emergency actually exists and no authority to move around already-appropriated federal funds without congressional approval. Pelosi and Schumer will follow Trump’s address with their own rebuttal and will be sure to hit that point.
Trump, meanwhile, was scheduled to meet with cable and network anchors on Tuesday for an off-the-record lunch to preview the speech, according to a White House official. And other White House officials have taken to cable networks to frame the wall as an antidote to a “crisis” situation at the border.
Vice President Mike Pence, who will huddle with Hill Republicans Tuesday night to discuss the shutdown and the possibility of Trump taking unilateral action, told NBC’s “Today” that Trump had not made a decision yet on how to proceed. Trump, however, will “explain to the American people that we have a humanitarian and security crisis at our southern border,” he said.
“It is a real crisis,” Pence said. “Tonight he will tell the American people why Congress should act.”
Pence and Homeland Secretary Secretary Kirstjen Nielsen will brief House Republicans Tuesday night. Multiple GOP leadership aides said they expected the GOP conference to be open to the idea.
“I think that if Pence and Nielsen come in and do a hypothetical walk-through to members about how the process would work, and we could re-open the government by the end of the week, even tonight, so that paychecks weren’t affected, I think members would take that,” said a GOP leadership aide. “This emergency declaration could be an out for everybody.”
Senate Majority Leader Mitch McConnell has yet to weigh in. Asked if Trump could or should declare a national emergency, the Kentucky Republican said he’d give a speech on Tuesday afternoon and otherwise declined to comment. Pence and Nielsen will meet with GOP senators on Wednesday.
Congress alone has the power of the purse under the Constitution. But presidents are able to use unobligated military funds during a national emergency. Whether such a crisis exists, of course, is hotly contested, with Democrats noting that there are actually fewer border apprehensions this year than in past decades.
By backing what would be an explosive move, GOP leaders could open themselves up to accusations of hypocrisy. For years, they complained about what they viewed as executive overreach on immigration policy by former President Barack Obama. By supporting an emergency declaration by Trump without proof of an emergency — all to fulfill a campaign promise — Republicans would be greenlighting Trump’s moves to usurp congressional authority.
Trump would almost certainly face an immediate challenge in the courts, with a messy legal battle that could drag out for months if not years.
House Majority Leader Steny Hoyer (D-Md.) ripped Trump during a discussion with reporters Tuesday morning, calling him a “dictator” who is treating the U.S. like an autocratic country where rulers declare “martial law” to impose their will on the people when they can’t get their way.
“A problem exists but not a crisis that would justify him acting unilaterally,” Hoyer said. ““There is no crisis, there is no invasion, there is no clear and present danger.“
Republicans and White House officials who support the idea don’t care. Let the courts deal with it, they say. And Trump wouldn’t be accused of caving, they argue.
“I can see the benefit of why he would pursue that approach if Democrats refuse to even negotiate. They don’t want to talk period and that’s not an approach that is sustainable,” said a senior congressional Republican aide.
On Tuesday morning, Indiana Republican Rep. Susan Brooks said she would back Trump’s decision to declare a national emergency. The moderate-minded lawmaker cited the swelling number of child migrants who have crossed the border.
“I do think that this is a much greater crisis that we’ve seen in the past at the border. So if the president deems that a national emergency, then yes, I would support that,” she said in an interview with radio host Gordon Deal.
Not all GOP lawmakers are sold, however. Some senior Hill Republicans worry announcing the emergency declaration followed by passage of Democratic spending bills would be viewed as a defeat within the party. Some believe Trump can win a shutdown fight against Democrats if he continues to hold out for $5 billion for the wall. Other Republicans said it could be difficult to endorse a process that circumvents Congress.
“I don’t like the sound of that,” Rep. Jim Banks (R-Ind.), a veteran of the war in Afghanistan, told a radio station Tuesday, later adding: “At the end of the day… all of this falls in the lap of Congress.”

Former President Jimmy Carter denied ever supporting President Donald Trump’s border wall, contradicting the current commander in chief’s claim that previous presidents confided they regret not building a physical barrier on the Mexican border.
“I have not discussed the border wall with President Trump, and do not support him on the issue,” Carter said through a statement released Monday by the Carter Center.
Carter’s statement joins other denials from all other living presidents, with the exception of Barack Obama, whose spokesperson declined to comment when contacted by POLITICO last week. But Obama has not met with Trump since the funeral of George H. W. Bush in early December, and at Trump’s 2017 inauguration before then.
Obama has also repeatedly lambasted Trump’s border wall plans, calling them antithetical to the country’s values.
Trump allies, including acting chief of staff Mick Mulvaney, have pointed out Obama voted as a senator to support physical border security in 2006, but the measure was far less robust than the concrete or steel wall straddling the length of the border that Trump advocates, according to Politifact.
Trump made the claim during a news conference at the White House on Friday during which he repeated his demands for over $5 billion in funding for a physical barrier to reopen the government. The partial government shutdown, which was prompted by disagreements over border wall funding, has entered its third week, making it one of the longest in U.S. history.
The White House announced Trump would travel to the border region on Thursday, suggesting a resolution may not be reached until later this week at the earliest. Trump has floated the idea of declaring a national emergency to force funding without Congress’ approval, but conceded the barrier would be a steel structure rather than the concrete wall he has long promised.

President Donald Trump said Saturday he “did not commit a campaign violation” in the run-up to the 2016 election, despite a filing last month from federal prosecutors implicating the president in his former attorney’s campaign finance crimes.
“Many people currently a part of my opposition, including President Obama & the Dems, have had campaign violations, in some cases for very large sums of money. These are civil cases. They paid a fine & settled,” Trump wrote online. “While no big deal, I did not commit a campaign violation!”
Longtime Trump lawyer Michael Cohen was sentenced in December to three years in prison for tax and fraud charges, for lying to Congress and for a pair of campaign finance violations stemming from hush money payments which prosecutors in the Southern District of New York allege Trump directed his ex-fixer to make to a former porn star and the National Enquirer tabloid magazine.
Trump has previously complained of what he views as insufficient media scrutiny over former President Barack Obama’s campaign finance error, tweeting in August: “Michael Cohen plead guilty to two counts of campaign finance violations that are not a crime. President Obama had a big campaign finance violation and it was easily settled!”
The Federal Election Commission in 2013 fined Obama’s 2008 campaign $375,000 after it failed to provide a series of 48-hour notices for nearly 1,300 contributions that totaled more than $1.8 million. Notices must be filed on contributions of $1,000 or more that are revived within 20 days of Election Day.
Obama’s campaign paid $230,000, with the Democratic National Committee paying the rest of the amount.

President Donald Trump claimed without evidence on Friday that past presidents have privately confided to him that they regret not building a wall along the U.S.-Mexico border.
But at least three of the four living U.S. presidents — Bill Clinton, George W. Bush and Barack Obama — did no such thing.
Asked if Clinton told Trump that he should have built a border wall, Clinton spokesman Angel Ureña said, “He did not. In fact, they’ve not talked since the inauguration.”
Bush spokesman Freddy Ford also said the two men had not discussed the matter. And Obama, for his part, has not spoken with Trump since his inauguration, except for a brief exchange at George H.W. Bush’s funeral in Washington, D.C.
Obama has consistently blasted Trump’s pledge to build a border wall. “Suggesting that we can build an endless wall along our borders, and blame our challenges on immigrants — that doesn’t just run counter to our history as the world’s melting pot, it contradicts the evidence that our growth and our innovation and our dynamism has always been spurred by our ability to attract strivers from every corner of the globe,” he said in 2016.
Spokespeople for George H.W. Bush, who died in November, and Jimmy Carter did not immediately respond to requests for comment. An Obama spokesperson declined to comment.
Since taking office, Trump has had little contact with past presidents, even his Republican predecessors. Some in the Bush family, for example, have privately signaled their distaste for him and Trump did not attend the funeral for former first lady Barbara Bush last April.
The White House did not respond to a request for an explanation of Trump’s remarks, which came during a lengthy appearance in the Rose Garden in which he insisted he won’t reopen the government until Democrats relent and approve more than $5 billion for the wall.
“This should have been done by all of the presidents that preceded me and they all know it,” Trump said. “Some of them have told me that we should have done it.”
Trump has a long track record of exaggerating, embellishing or outright not telling the truth. Fact-checkers have identified thousands of false claims since Trump took office.
“I think it’s well-known that the incumbent president is very careless with the truth,” former president Carter said last year in an interview with CBS News.
“I think I went through my campaign and my presidency without ever lying to the people or making a deliberately false statement, and I think that would be a very worthwhile thing to reinsert into politics these days,” he added.
Hundreds of miles of border fencing already exist along parts of the border with Mexico. Some of the border fencing dates back to the 1990s. More was built following the passage of a 2006 border security bill signed by then-President George W. Bush. The construction of that border fence stretched into the Obama administration.

“Absolutely, we could call a national emergency because of the security of our county,” Trump told reporters in the Rose Garden when asked if he was considering such an option. “I haven’t done it. I may do it.”
Trump repeated during the news conference his common refrain that undocumented immigration poses an existential crisis for the country, and his consideration of a national emergency declaration continues in that strain. Many observers, however, have pointed out that illegal border crossings have dramatically declined since the early 2000s.
ABC News first reported before the news conference that Trump had been weighing the idea of using a national emergency to force through border wall funding.
Still, Trump said he would prefer to negotiate a solution with Democrats in Congress before declaring such a drastic measure.
When asked by a reporter if he would use the specter of a national emergency declaration to threaten Democrats, he said, “I never threaten anybody, but I am allowed to do it.”
